There is no universal answer to this question. God gives gifts for ministry to every Spirit-filled believer. Ideally, leaders should recognize these gifts and help each believer develop them. Unfortunately, some leaders do not understand this as being part of their role.
In general our counsel is to keep seeking the Lord and developing your gifts the best you can. Always be on the look-out for opportunities to serve the assembly. Keep a right spirit and always demonstrate the highest integrity. God can open doors in unexplected places.
