Acts 19:11-12 says, 'Now God worked unusual miracles by the hands of Paul, so that even handkerchiefs or aprons were brought from his body to the sick, and the diseases left them and the evil spirits went out of them.'
This verse does not mention putting oil on the cloth; it only speaks of a cloth. The Bible describes this as 'unusual miracles.' This is not to say that such things cannot happen today or that it would be wrong to anoint a cloth. But this is the only mention of a cloth being used to bless or heal another person.
