If you have tithed on your gross income (total income before any deductions are made for taxes, health insurance, etc.), then it is not necessary to tithe on the tax refund. You have already tithed on that increase. If you tithe on the net (amount of you pay check after deductions), then you would need to tithe on your tax refund. But we do not consider tithing on the net to be the proper tithe.
