Romans 10:9 says, 'That if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved.' This was written to the believers in Rome who had already obeyed the plan of salvation expressed in Acts 2:38. Paul is simply telling them that if they want to be saved, they must live out their faith in practical outward ways, such as making an open confession of their faith in Jesus Christ. This is in harmony with Jesus' warning, that if we deny Him before men, He will deny us (Matthew 10:33).
