Everyone born of the Spirit is filled with the Spirit (see John 3:5, Acts 2:1-4, and Acts 2:38). Yet at times the term 'filled with the Spirit' means only that a person is speaking by the Spirit. Or we could say, that the Spirit is speaking through a person. For example, Luke 1:67-68 says, 'Now his father Zacharias was filled with the Holy Spirit, and prophesied, saying: 'Blessed is the Lord God of Israel....'' Clearly Zacharias was not born of the Spirit at this time, since the new birth did not become avialable until after Jesus was crucified and rose from the dead (see John 7:39).
