The Bible is saying that the same God who created the heavens and the earth is the One who made man. As we read in Genesis 2:7, He formed man of the dust of the earth and breathed into His nostrils the breath of life. In a spiritual sense, it is telling us that the same God who created all things is the One who works within us to make us all that He has designed us to be.
