Why did Jesus tell John to write to angels?

Question:
Is Revelation completely fulfilled? Or are things still yet to come to past? If so, why did Jesus speaking to John say seven times to rrite to the angel (pastor) of the church instead of eldership?
Answer:
We do not believe the angels of the churches are pastors. We believe they are angels. We know by reading Acts 20:17 that the church of Ephesus, the first of the seven churches, was led by elders.
