The five gifts of Ephesians 4:11 are different from the oversight of a local church (the elders). Some of these gifts operate translocally; that is, from church to church. The following verses specifically mention the eldership in local churches: Acts 20:17; Acts 28:28; Acts 21:18; 1 Timothy 4:14; 1 Timothy 5:17-20; Titus 1:5; James 5:14.
