The word 'apostle' means 'one who is sent.' The first sign is that the man has been sent, both by the Holy Spirit and the local assembly (see Acts 13:1-3). One of the key attributes of the work of apostles is initiation. Apostles get things started, whether that mean establishing a new local assembly, a biblical doctrine, or correct order in the church (see 1 Corinthians 3:6-11; Titus 1:5). Apostles also appoint the first elder-overseers in an assembly (see Acts 14:23).
